Housing Development Specialist

The Community Housing Land Trust of RI, Inc. (CHLT-RI), the statewide
federation of community housing land trusts, is seeking a Housing Development Specialist.This position reports to CHLT-RIıs Executive Director and performs all aspects of the development and oversight of new housing initiatives in keeping with CHLT-RIıs mission of creating permanent affordable housing for low and moderate income persons.  This position also assists other staff including the coordination of services provided by CHLT-RI.

The Housing Development Specialist will be involved initially with the
implementation of CHLT-RIıs Foreclosure Property Recapture Program, its newest program initiative.

Duties and Responsibilities


Project Development

1. Investigate possible property acquisition and projects for CHLT-RI.
2. Serve as the principal project manager for the implementation of
CHLT-RIıs Foreclosure Property Recapture Program and supervise assigned staff.
3. Conduct feasibility analysis of potential development projects to assure sustainability; identify appropriate funding sources.
4. Oversee selections of properties for development and serve as a

principal negotiator for the purchase of properties, particularly those acquired in conjunction with CHLT-RIıs Foreclosure Property Recapture Program.
5. Develop financial projections including rehabilitation estimates and financing packages. Complete predevelopment and funding applications to assure there is adequate funding for projects.
6. Solicit bids from contractors for the construction or rehabilitation of
properties and serve as a principal negotiator in finalizing contract awards.
7. Oversee construction progress on CHLT-RI Foreclosure Property Recapture Program and other projects that may be assigned - coordinate and inspect work in progress and assure local compliance with specifications, contracts, and local building codes, including the tracking of the progress of projects to ensure that they are progressing and completed on schedule and within budget.
8. Coordinate selection process and serve as a principal negotiator with the employment of development consultants for any single project (engineers, architects, land surveyors, environmental specialists, etc.).
9. Oversee and coordinate the work of development consultants and ensure that the pre-development and development process proceeds in an efficient and timely manner.
10. Investigate new housing development programs and propose applicable programs to the Executive Director.
11. Prepare grant proposals and funding applications; work with the
Executive Director in negotiation of such funding.  Project funding applications may include but not be limited to submissions to HUD, Rhode Island Housing, State of RI, local funding programs and

foundations, including construction and permanent financing applications for projects.
12. Coordinate loan closings on funding and financing sources for projects; be involved in the arrangement and attendance of all closings for property purchases and sales.
13. Perform feasibility studies on new projects for CHLT-RI and for other groups or individuals who contract with CHLT-RI in association with the Executive Director.
14. Track funding requirements and submit progress reports to funders as per grant requirements.
15. Prepare and submit progress and other required reports in a timely manner.
16. Assist with special projects as the need arises.
17. Work with condominium and other ownership associations as well as tenant groups as an organizer and/or trainer.
18. Attend and participate in training sessions and conferences, including
both in-house and outside training programs.
19. Be knowledgeable about the scope of CHLT-RIıs activities and capable of making presentations to funders and potential funders on behalf of CHLT-RI.
20. Maintain confidentiality of all clients and beneficiaries of CHLT-RI services.
21. Assist the other staff as needed in an effort to support the mission of
the organization.
22. Wear suitable work attire and have neat, clean appearance.
23. Make appropriate use of company resources.
24. Maintains cordial and professional relations with supervising agencies, directors, other staff members, etc.
25. Work at prescribed hours.
26. Other related tasks as required by the Executive Director.


Required Skills
1. Detailed oriented, organized.
2. Capability to work with financers, servicers, contractors,
and development consultants.
3. Demonstrated ability to negotiate with lenders, servicers, realtors,
construction contractors and all subcontractors, development consultants.
4. Comprehensive knowledge of the housing development process and ability to implement the procedures necessary to secure planning, zoning, RIDEM, and other development approvals.
5. Demonstrated interest in affordable housing development and a good
understanding of housing markets.
6. Knowledge of affordable housing funding and financing resources.
7. Research skills.
8. Demonstrated ability to use a computer and associated software, including but not limited to Microsoft products such as Excel (spreadsheets), Word (word processing), and PowerPoint (presentations).
9. Excellent verbal and written communications skills.
10. Ability to work independently and to manage multiple tasks.

Minimum Qualifications
Education-Experience:  A two year degree from an accredited college/university or business school and/or a minimum of five years practical construction experience with two years in a supervisory capacity and/or an equivalent combination of education and experience.

Salary
Compensation will be commensurate with experience.
